Accepting Resumes from Individuals with Disabilities (Schedule A)

HRSA is currently accepting resumes from individuals who qualify for employment under the Schedule A Hiring Authority. Resumes received will be placed in the Agency’s resume repository which is accessible to the Selective Placement Program Coordinator. All resumes will remain in an active status for 18 months from the date received.

Resumes will serve as non-competitive applications to HRSA job vacancies. During the life of this announcement, hiring managers may request to review resumes that best align with the qualifications needed to fill vacant positions. If a resume is referred to a hiring manager for consideration, the applicant may be contacted.

During the life of this announcement HRSA cannot guarantee vacancies in any particular occupational series, grade, or location. Individuals will not receive regular updates regarding applications.

How to apply

  • Send resumes and Schedule A letters to Diversity@hrsa.gov.
  • Applications will be placed into a pool of individuals with disabilities for evaluation and referral to selecting officials for non-competitive hiring.
  • Individuals may be contacted by interested selecting officials and asked to interview.
  • HRSA cannot provide status updates other than the receipt of an application via an acknowledgment email.

Available Grades: The salary range listed starts at base pay for GS-5 to GS-15, and does not include the locality pay of the applicant's work site. Actual pay may be higher based on location. Requirements

For consideration under the Schedule A Hiring Authority, please submit the following:

  • Documentation of your disability. Acceptable proof of an intellectual, severe physical, or psychiatric disability is shown through a Schedule A Letter. This letter must be dated and on an official stationery/letterhead with an official signature . The letter should clearly state your full name and that you are a person with a disability or targeted disability and are eligible for appointment under Schedule A Hiring Authority as outlined in 5 CFR Section 213.3102(u). Such documentation must be from one of the below sources:
    • A licensed medical professional (e.g., a physician or other medical professional duly certified by a State, the District of Columbia, or a U.S. territory, to practice medicine)
    • A licensed vocational rehabilitation specialist (State or private)
    • Any Federal agency, State agency, or an agency of the District of Columbia or a U.S. territory that issues or provides disability benefits

Failure to submit this certification will cause your application to not be considered under the Schedule A program.

  • Resume. Your resume MUST contain dates of employment (i.e., month/year to month/year or to present). To ensure you receive full credit for relevant experience, include the hours worked per week. We recommend that your resume not exceed 5 pages as only the first 5 pages will be reviewed to determine your eligibility/qualifications. If including Federal service experience, provide pay plan, series and grade, i.e. GS-0301-09. Your resume must NOT include photographs, inappropriate content, age, gender, religion, or personally identifiable information (PII) such as social security number or date and place of birth. If your resume does not contain the required information specified, or contains prohibited information as listed above, your application will be determined incomplete, and you will not receive consideration for this position
  • College transcripts (if applicable)
  • DD-214 (if applying for veteran’s preference. PLEASE SANITIZE PII)
  • Any specific requirements that may be required by job type and may include the following: education, maximum entry age, physical qualifications, medical qualifications, drug testing, bilingual requirements, typing requirements, etc
