Office of Planning, Analysis and Evaluation

HRSA’s Office of Planning, Analysis and Evaluation (OPAE) fosters agency-wide coordination and leads oversight, data governance and analysis, performance measurement, evaluation, policy analysis, and legislative and regulatory compliance.  

Oversight and compliance

  • Demonstrating program efficiency, integrity, and responsible fiscal oversight through consultation and management of HRSA’s engagements with the Government Accountability Office and the HHS Office of the Inspector General.
  • Reducing public burden of federal reporting requirements in compliance with the Paperwork Reduction Act in coordination with the Office of Management and Budget.
  • Ensuring legislative and regulatory compliance with the Protection of Human Subjects, Privacy Act, and Open, Public, Electronic, and Necessary Government Data Act, among others.

Data analysis and governance

  • Analyzing data and developing data visualization tools to illustrate HRSA’s investments (e.g., Organ Donation and Transplantation dashboard) to highlight program impact and support data-driven decision making.
  • Establishing and implementing Agency-wide data governance policies through the HRSA Data Council to ensure high-quality, consistent, and reliable HRSA data.

Performance and evaluation

  • Facilitating the development and use of performance and quality measurement for monitoring, analysis, and reporting of performance results, including for the annual budget justification, in alignment with the Government Performance and Results Act Modernization Act.
  • Ensuring efficiency through evaluation of HRSA programs to inform Agency decision making, in alignment with the Foundations for Evidence-Based Policymaking Act.

Coordinating cross-cutting initiatives

  • Providing HRSA-wide leadership on the implementation of cross-agency initiatives, Departmental priorities, and emerging issues.
  • Conducting cross-cutting policy analysis to assess impact on safety net populations, providers, and health care systems.
  • Fielding the HRSA Grantee Satisfaction Survey and supporting action planning in response to grantee feedback and leading the development of HRSA’s Strategic Plan.
