Biography

Jim Macrae became associate administrator for primary health care in the U.S. Department of Health and Human Services' Health Resources and Services Administration (HRSA) in May 2006.

The Bureau of Primary Health Care (BPHC) supports health centers in underserved communities, providing access to high quality, affordable, patient-centered, comprehensive primary health care for people who are low-income, uninsured, or face other obstacles to receiving health care.

Mr. Macrae has led the Health Resources and Services Administration’s (HRSA) Bureau of Primary Care (BPHC) for more than 15 years. He manages a $6 billion annual budget supporting over 15,500 health center service delivery sites, providing high-quality primary health care to more than 31 million people nationwide. He also served as the HRSA Acting Administrator from April 2015 to April 2017. Before his years in BPHC, Mr. Macrae served as Associate Administrator for HRSA's Office of Performance Review from 2000 to 2006. In this position, he oversaw staff work in regional divisions across the country, working to improve HRSA-supported programs in states and communities. Mr. Macrae has received numerous awards, including the Presidential Rank Award for Distinguished Service (2022), the Secretary’s Award for Distinguished Service (2019), the Hubert H. Humphrey Award for Service to America (2015), the HRSA Administrator’s Award for Equal Opportunity Achievement (2014), and the Presidential Meritorious Executive Rank Award (2010). He earned a Bachelor of Arts degree in Sociology from Illinois Wesleyan University, a Master of Arts degree in Sociology from Duke University, and a Master of Public Policy degree from Harvard University.
