Public, private, and nonprofit organizations are eligible for most HRSA funding opportunities.
We promote competition and encourage eligible organizations to apply.
Which organizations are eligible?
Government Organizations
- State governments
- Local governments
- City or township governments
- Special district governments
- Native American tribal governments (both federally- and non-federally-recognized)
Education Organizations
- Independent school districts
- Public and state-controlled institutions of higher education
- Private institutions of higher education
Non-Profit Organizations
Nonprofits with and without 501(c)(3) status from the IRS, other than institutions of higher education
Are faith and community-based organizations eligible?
Yes. We encourage faith- and community-based organizations, including small and new organizations, to apply for our grants.
However, we don’t set aside specific grant or cooperative agreement funds for these organizations.
We also don’t establish separate funds within HRSA or the HHS Center for Faith-based and Community Initiatives.
What is your policy on religious nondiscrimination in grant eligibility?
We don’t discriminate against non-governmental organizations with a religious character.
Faith-based organizations can compete for grant funds just as all other non-governmental organizations.
Our grant award decisions rely solely on an organization’s competence, capacity, and actions.
Facility use
To the extent permitted by law, both faith-based and secular non-governmental organizations may use their facilities to provide federally funded services.
There’s no need to remove or alter art, icons, literature, or other distinctive symbols.
Organizational identity
These organizations may also retain their organizational identity including name, internal governance, and mission statements.
Discrimination
No grantee may discriminate in its delivery of a federally-funded program against a client or potential client on the basis of
- Religion or religious belief
- A refusal to hold a religious belief
- A refusal to actively participate in a religious practice
Religious activity
Any specifically religious activity or service made available to clients by the grantee must be voluntary.
They also must occur separately—in time and location—from government-funded activities and services.
Where can I find eligibility information?
In every Notice of Funding Opportunity (NOFO), you will find detailed eligibility information.
This includes specialized experience and expertise, cost-sharing or matching (if required), and other requirements.
Can individuals receive grant funding?
Yes, however, we don’t provide grants to individuals.
Instead, you can apply to one of our loan or scholarship programs.
