Our programs also support the health workforce, health systems, and facilities. They provide care for these communities.
We do this by awarding grants to:
- States and territories
- Tribes
- Educational and community groups
What’s a grant?
A grant is federal money for ideas and projects that benefit the public.
Who can get a grant?
We award grants to organizations. These could be local or state governments. Our grants help them solve critical needs in their community.
What needs are critical?
A few examples:
- Expanding the health workforce
- Increasing access to affordable and quality health care
- More options for telehealth
- HIV medical care, medications, and support services

Ryan White HIV/AIDS Program Part B States/Territories Supplemental Grant Program
Who can apply:
Under Sections 2620 and 2689(11) of the PHS Act, all “States” – defined as all 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands – are eligible for RWHAP Part B supplemental funding, unless any such state/territory had an unobligated balance of more than five percent of a prior year’s formula funds which include the Republic of the Marshall Islands and Commonwealth of the Northern Mariana Islands. Per statute, Tribes and tribal organizations are not eligible.

Medicare Rural Hospital Flexibility Program – Emergency Medical Services Supplement
Who can apply:
Eligible applicants are state recipients funded under HRSA-24-002, Medicare Rural Hospital Flexibility Program cooperative agreement. This is a competitive supplemental funding opportunity. Only states eligible for cooperative agreements awarded under HRSA-24-002 are eligible to apply for funding under this notice.
Medicare Rural Hospital Flexibility Program
Who can apply:
States are eligible to apply for funding under this notice, including states that are current Medicare Rural Hospital Flexibility Program award recipients under HRSA-19-024 or states submitting a new application from a Governor designated entity.
HRSA will accept only one application from each state. The Governor designates the organization that may submit an application on behalf of each state.
Ryan White HIV/AIDS Program Part C Capacity Development Program

You can apply if your organization is in the United States and is:
• Public or private, non-profit
• Community-based organization
• Tribal (governments, organizations)
Licensure Portability Grant Program
Who can apply:
Competing Continuation Applicants: Entities that are currently funded under HRSA-19-019 are eligible to apply as competing continuation applicants.
New Applicants: Eligible applicants are state professional licensing boards including but not limited to organizations that are in consortia with or associations of state licensing boards that cooperate to develop and implement state policies that will reduce statutory and regulatory barriers to telehealth.
Autism Field-Initiated Innovative Research Studies (Autism FIRST)

You can apply if your organization is a:
• Public or private entity, including research centers or networks
• Community-based organization
• Tribal (governments, organizations)
You are required to submit proof of non-profit status as Attachment 5 (if applicable). A foreign applicant will need to be affiliated with a U.S. entity (i.e., university, institution) with a U.S. EIN established and recognized by HRSA to be considered a public or nonprofit institution of higher learning or a public or private nonprofit agency.
