See 42 CFR § 51a.3 (b). Faith-based and community-based organizations, tribes, and tribal organizations are eligible to apply. MSIs are especially encouraged to apply to this opportunity; non-MSI applicants are expected to partner with an MSI. Non-profit applicants are required to submit proof of non-profit status as Attachment 4. A foreign applicant will need to be affiliated with a U.S. entity (i.e., university, institution) with a U.S. EIN established and recognized by HRSA to be considered a public or nonprofit institution of higher learning or a public or private nonprofit agency.

Tribes and tribal organizations are not eligible. Pursuant to section 1910(a) of the PHS Act, no more than three awards under this authority may be made in a state (i.e., to a state or a school of medicine in such state). HRSA will not provide funds to more than three award recipients within each state in a given fiscal year. HRSA will make competitive awards under this announcement in accordance with the rank order established by the objective review committee, but if awarding funds to the next ranking applicant would result in a fourth award to any state, HRSA will skip that applicant and make the award to the next eligible applicant, ensuring compliance with this statutory restriction
