Who can apply:

Eligible entities include accredited public or nonprofit private hospitals, schools of allopathic medicine or osteopathic medicine, or a public or private non-profit entity, including community-based organizations, tribes, and tribal organizations, which the Secretary has determined is capable of carrying out a residency training program in family medicine, general internal medicine, general pediatrics or combined internal medicine and pediatrics (“med-peds”), which for the purposes of this NOFO are programs accredited by the Accreditation Council for Graduate Medical Education (ACGME).

Accreditation documentation must be submitted as Attachment 1.

Who can apply:

Who can apply: Eligible applicants per Section 753(b)(2) provides that eligible entities are those described in paragraph (1), (3), or (4) of section 799B or section 801(2) or “another accredited health professions school or graduate program approved by the Secretary.” The legislative authority includes the following: • accredited health professions schools or graduate programs approved by the Secretary including schools of allopathic medicine, osteopathic medicine, nursing, dentistry, pharmacy, allied health, physician assistant programs, chiropractic, podiatric medicine, optometry, public health, and veterinary medicine. • accredited graduate programs in health administration and behavioral health and mental health practice including clinical psychology, clinical social work, professional counseling, and marriage and family therapy • Tribes and tribal organizations are eligible if they otherwise meet the eligibility requirements.

Who can apply: An eligible entity is a community-based ambulatory patient care center that: i. Operates an accredited primary care residency program. Specific examples of eligible outpatient settings include, but are not limited to: • Federally qualified health centers, as defined in section 1905(l)(2)(B) of the Social Security Act [42 U.S.C. 1396d(l)(2)(B)]; • Community mental health centers, as defined in section 1861(ff)(3)(B) of the Social Security Act [42 U.S.C. 1395x(ff)(3)(B)]; • Rural health clinics, as defined in section 1861(aa)(2) of the Social Security Act [42 U.S.C. 1395x(aa)(2)]; • Health centers operated by the Indian Health service, an Indian tribe or tribal organization, or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act [25 U.S.C. 1603]); and • A community-based entity receiving funds under Title X of the PHS Act. The list of entities above is not exhaustive, but does reflect the intent of the program to provide training in settings such as those served by the institutions listed.

Who can apply: In accordance with 42 U.S.C § 296p(f) (section 831(f) of the PHS Act), eligible entities include, accredited schools of nursing, as defined by 42 U.S.C § 296(2) (PHS Act section 801(2)), a health care facility, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Schools of nursing affiliated with the proposed project must be an accredited public or non-profit private school. Applicants must provide documentation of current accreditation by a national nurse education accrediting agency or state approval agency recognized by the U.S. Department of Education for the purposes of nursing education as Attachment 9. Individuals and for-profit entities are not eligible to apply. In addition to the 50 states, entities located in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this HRSA award.

Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this HRSA award. A trainee receiving support from grant funds under this program must be a citizen, national, or permanent resident of the United States. Individuals on temporary or student visas are not eligible to participate.

Who can apply:

There are two categories of children’s hospitals that may be eligible for CHGME payments in FY 2023, depending on the funding appropriated to the program – “Currently Eligible Hospitals” and “Newly Qualified Hospitals.” Hospitals that are applying for the first time for the CHGME Payment Program may be hospitals that are new to the CHGME Payment Program but qualify under the “Currently Eligible Hospitals” requirements or are eligible as a “Newly Qualified Hospital.” a. Currently Eligible Hospitals: Includes freestanding children’s hospitals that meet the original eligibility requirements for CHGME payments that were established prior to the Children’s Hospital GME Support Reauthorization Act of 2013. These freestanding children’s hospitals must meet the following criteria: 1) Have a Medicare provider agreement; 2) Are excluded from the Medicare Inpatient Prospective Payment System (IPPS) pursuant to section 1886(d)(1)(B)(iii) 4 of the Social Security Act (SSA) and its accompanying regulations; and 3) Participate in an approved GME residency training program as defined in section 1886(h)(5)(A) of the SSA. b. Newly Qualified Hospitals: As per the Children’s Hospital GME Support Reauthorization Act of 2013, a freestanding hospital may be eligible for CHGME payments depending on the level of funding appropriated to the program if it meets the following criteria: 1) Has a Medicare provider agreement; 2) Is excluded from Medicare IPPS pursuant to section 1886(d)(1)(B) of the SSA and its accompanying regulations; 3) Its inpatients are predominantly individuals under 18 years of age; 4) Has an approved medical residency training program as defined in section 1886(h)(5)(A) of the SSA; and 5) Is not otherwise qualified to receive payments as a Currently Eligible Hospital as defined by section 1886(h) of the SSA. For those freestanding children’s hospitals that met the above requirements for Newly Qualified Hospitals as of April 7, 2014, and the Secretary had not previously determined an average number of FTE residents under section 1886(h)(4) of the SSA, the Secretary may establish such number of FTE residents for the purposes of calculating CHGME Payment Program payments. Any public or private nonprofit and for-profit children's teaching hospital with an accredited residency training program (as defined below), that meets all of the above requirements for either category of eligibility may apply, though final eligibility for receiving funds as a “currently eligible hospital” or as a “newly qualified hospital” will depend on appropriated funding levels. Children’s hospitals applying for the CHGME Payment Program must train residents during the fiscal year for which they apply for funds. Residents may be included in a hospital’s FTE resident count for CHGME Payment Program purposes if the residency program (in which the resident is enrolled) meets one of the following criteria:

1. The program must lead toward board certification of its graduates by the American Board of Medical Specialties (ABMS) and also be approved for education and training activities by one of the following accrediting bodies:

• Accreditation Council for Graduate Medical Education
• American Osteopathic Association
• Commission on Dental Accreditation of the American Dental Association
• Council of Podiatric Medicine Education of the American Podiatric Medical Association

2. The program may count towards certification of the resident in a specialty or subspecialty listed in the current edition (at the time of the audit review) of the Directory HRSA-23-012 of Graduate Medical Education Programs (published by the American Medical Association) or the Annual Report and Reference Handbook (published by the American Board of Medical Specialties).

Who can apply: Eligible applicants include: (A) health professions schools, including an accredited school or program of public health, health administration, preventive medicine, or dental public health or a school providing health management programs; (B) academic health centers; (C) State or local governments, including state, local and territorial public health departments; or (D) any other appropriate public or private non-profit entity such as but not limited to: community colleges, community health centers, Federally Qualified Health Centers (FQHCs), and community-based organizations, and tribal entities that train public health workers. In addition to the 50 states, eligible applicants include the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Foreign entities and individuals are not eligible for this HRSA award.

Who can apply: Eligible entities for the PHSP are: (A) a health professions school, including an accredited school or program of public health, health administration, preventive medicine, or dental public health or a school providing health management programs; (B) an academic health center; (C) a State or local government; or (D) any other appropriate public or private nonprofit entity. Eligible applicants include domestic public or private nonprofit entities. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply, if otherwise eligible. Applicants must provide a statement as Attachment 9, documenting justification of their eligibility and ability to carry out the scope of work of this NOFO.

Who can apply: Eligible applicants for the HWRC Cooperative Agreement Program are a State, a State workforce investment board, a public health or health professions school, an academic health center, or an appropriate public or private nonprofit entity. Faith-based and community-based organizations are eligible to apply for these funds if otherwise eligible. Tribes and tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this award.
