Who can apply: Eligible applicants include accredited schools of medicine, osteopathic medicine, public health, dentistry, veterinary medicine, optometry, pharmacy, allied health, chiropractic, podiatric medicine, public and nonprofit private schools that offer graduate programs in behavioral and mental health, programs for the training of physician assistants, and other public or private nonprofit health or educational entities able to carry out the activities of the program, including community colleges, technical colleges, and tribal colleges. Pursuant to the statutory authority, nursing schools and programs are not eligible to apply for this funding opportunity. Eligible entities must be located within the 50 states, the District of Columbia, Commonwealth of Puerto Rico, Commonwealth of Northern Mariana Islands, the U.S. Virgin Islands, Guam, American Samoa, the Republic of Palau, Republic of the Marshall Islands, and the Federated States of Micronesia.

Who can apply: Eligible applicants are domestic accredited schools of nursing with advanced education nursing programs. Any school(s) of nursing affiliated with this application must be accredited at the time of application – and for the duration of the award – by a recognized body or bodies, or a state agency, approved by the Secretary of Education for nurse education accreditation. Applicants must submit official documentation of accreditation in Attachment 1 for all affiliated nursing programs. Eligible applicants must be located in the United States, Guam, Commonwealth of Puerto Rico, Northern Mariana Islands, American Samoa, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, or the Republic of Palau. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Individuals and foreign entities are not eligible under this NOFO. Cost sharing/matching is required for this program. Recipient institutions are required to deposit an institutional capital contribution (ICC) that is equal to not less than one-ninth of the FY 2023 Federal award amount, hereafter referred to as the Federal Capital Contribution (FCC). The ICC must be deposited at the time the FCC is received and deposited into the loan fund account.

Who can apply: In accordance with Section 831(f) of PHS Act, eligible entities are defined in PHS Act section 801(2), and include an accredited school of nursing, such as a baccalaureate nursing program and community college that trains associate degree nurses, a health care facility, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Schools of nursing affiliated with the proposed project must be accredited at the time of application. Applicants must provide documentation of current accreditation by a national nurse education accrediting agency, or a state agency approved by the U.S. Department of Education as Attachment 8. Individuals and for-profit entities are not eligible to apply. HRSA-23-016 6 In addition to entities in the 50 states, entities in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this HRSA award.

Who can apply: Eligible entities are accredited schools of nursing, nursing centers (nurse managed health clinics/centers), academic health centers, state, or local governments and other nonprofit private or public entities determined appropriate by the HHS Secretary, such as Rural Health Clinics, FQHCs, or HRSA-supported health centers. Community-based organizations, tribes, and tribal organizations are also eligible to apply, if otherwise eligible. See Section IV.2.vi.1 for further details. Eligible applicants located in the 50 states of the U.S., the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, may apply for these funds. Individuals and foreign entities are not eligible for this HRSA award.

Eligible applicants located in the 50 states of the U.S., the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, may apply for these funds. Domestic community-based organizations, tribes and tribal organizations are also eligible to apply, if otherwise eligible. Under an academic-clinical partnership, either partner can apply under this NOFO, however both partners cannot be award recipients. Individuals and for-profit entities are not eligible applicants under this NOFO.

Who can apply: Eligible applicants for the ISTP are: • A Teaching Health Center (as defined in PHS Act Section 749A(f)), or • A Federally Qualified Health Center (as defined in section 1905(l)(2)(B) of the Social Security Act)14, or • A Community Mental Health Center (as defined in section 1861(ff)(3)(B) of the Social Security Act), or • A Rural Health Clinic (as defined in section 1861(aa) of the Social Security Act), or • A health center operated by the Indian Health Service, an Indian tribe, a tribal organization, or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act), or • An entity with a demonstrated record of success in providing training for NPs, PAs, health service psychologists, counselors, nurses, and/or social workers (including individuals completing clinical training requirements for licensure) and including entities that serve pediatric populations. For purposes of this NOFO, an entity with a demonstrated record of success in providing training for NPs, PAs, health service psychologists, counselors, nurses, and/or social workers (including individuals completing clinical training requirements for licensure) is an existing accredited training program for one or more of the eligible disciplines that trains practicing professionals. Provide documentation of applicant organization’s eligibility as specified in this section as Attachment 8.

Who can apply: Eligible applicants for the ISTP are: • A Teaching Health Center (as defined in PHS Act Section 749A(f)), or • A Federally Qualified Health Center (as defined in section 1905(l)(2)(B) of the Social Security Act)14, or • A Community Mental Health Center (as defined in section 1861(ff)(3)(B) of the Social Security Act), or • A Rural Health Clinic (as defined in section 1861(aa) of the Social Security Act), or • A health center operated by the Indian Health Service, an Indian tribe, a tribal organization, or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act), or • An entity with a demonstrated record of success in providing training for NPs, PAs, health service psychologists, counselors, nurses, and/or social workers (including individuals completing clinical training requirements for licensure) and including entities that serve pediatric populations. For purposes of this NOFO, an entity with a demonstrated record of success in providing training for NPs, PAs, health service psychologists, counselors, nurses, and/or social workers (including individuals completing clinical training requirements for licensure) is an existing accredited training program for one or more of the eligible disciplines that trains practicing professionals. Provide documentation of applicant organization’s eligibility as specified in this section as Attachment 8.

Who can apply: Eligible entities are programs of general, pediatric, or public health dentistry in public or private nonprofit dental or dental hygiene schools, or approved residency or advanced education programs in the practice of general, pediatric, or public health dentistry. You must submit accreditation documentation for the relevant training program and a non-profit status IRS letter in Attachment 7, as identified in Section IV.5 of this NOFO. Current recipients of awards under the 2021 Dental Faculty Loan Repayment Program (HRSA-21-019) and the 2022 Dental Faculty Loan Repayment Program (HRSA-22-046) are not eligible to apply for this NOFO because they are still within their project period. Entities outside the United States and its territories are not eligible to apply for this NOFO. Tribes and tribal organizations are eligible if they otherwise meet the eligibility requirements.
