State Loan Repayment Program (SLRP)

Who can apply: Entities eligible to apply for this grant program include the 50 states, the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, American Samoa, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. In order to be eligible, states must demonstrate that the program operated with the grant funds will be administered directly by a state agency. States must also agree that the  grant funds will be used to pay all or part of the principal, interest, and related expenses of qualifying educational loans of health care professionals, in return for their provision of primary health care services in federally designated HPSA. The contract between the state and the health care professional must contain a breach provision and other terms that are not more favorable than the terms provided under the National Health Service Corps (NHSC) Loan Repayment Program (LRP). See 42 U.S.C. 254q-1(c).

Area Health Education Centers Program

Who can apply: Entities eligible to apply are public or nonprofit private accredited schools of allopathic medicine or osteopathic medicine, an incorporated consortia made up of such schools, or the parent institution(s) of such schools. In states and territories in which no AHEC Program is in operation, an accredited school of nursing is an eligible applicant. AHEC Requirements in Sections 751(d)(2)(A) and 751(d)(2)(B) of the PHS Act For FY 2022, the Consolidated Appropriations Act, 2021 (Public Law 116-260) gave the Secretary authority to grant a waiver of the AHEC requirements under sections 751(d)(2)(A) and 751(d)(2)(B) of the PHS Act13 to programs meeting certain requirements, including that the program must have been operating under section 751 of the PHS Act on or before January 1, 2009. Applicants seeking a waiver must submit their request with their grant application. Decisions regarding the waiver requests are contingent upon extension of the Secretary’s waiver authority for FY 2022 and HRSA administrative review of each waiver request. For instructions, please see Attachment 9. Foreign entities are not eligible for these awards.

Teaching Health Center Graduate Medical Education (THCGME) Program

Dental Faculty Loan Repayment Program

You must submit accreditation documentation for the relevant training program in Attachment 7, as identified in Section IV.5 of this NOFO. Current recipients of awards under the 2018 Dental Faculty Loan Repayment Program (HRSA-18-120) and the 2021 Dental Faculty Loan Repayment Program (HRSA-21-019) are not eligible to apply for this NOFO. Entities outside the United States and its territories are not eligible to apply for this NOFO.

Nurse Education, Practice, Quality and Retention-Mobile Health Training Program (NEPQR-MHTP)

Who can apply: In accordance with Section 831(f) of PHS Act, eligible entities are an accredited school of nursing as defined in section 801(2), a health care facility, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Schools of nursing affiliated with the proposed project must be accredited. Applicants must provide documentation of current accreditation by a national nurse education accrediting agency or a state agency by the U.S. Department of Education as Attachment 10. Individuals and for-profit entities are not eligible to apply. In addition to the 50 states, the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this HRSA award. A trainee receiving support from grant funds under this program must be a citizen, national, or permanent resident of the United States. Individuals on temporary or student visas are not eligible to participate.

Dental Clinician Educator Career Development Program

Who can apply: Eligible applicant organizations include domestic accredited schools of dentistry, public or private nonprofit hospitals, or public or private nonprofit entities which the Secretary has determined are capable of carrying out such grant or contract such as an academic health center which holds its own accreditation for a primary care dental residency program. See 42 U.S.C. § 293k-2(a)(1) (Section 748(a)(1) of the Public Health Service Act). Domestic faith-based and community-based organizations federally recognized Indian tribes and tribal organizations are also eligible to apply, if otherwise eligible. The applicant institutions must be accredited by the Commission on Dental Accreditation (CODA) at the time of this application. HRSA will check the CODA website for accreditation confirmation.

Grants to States to Support Oral Health Workforce Activities

Who can apply: Eligible applicants include only Governor-designated, State government entities, such as the office of State’s dental director or a State-run university or dental school. In additional to the 50 States, eligible applicants include the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, America Samoa, the Federated States of Micronesia, the Republic of Marshall Islands, and the Republic of Palau. Private institutions are not eligible to apply. States are encouraged to work with tribal entities to facility greater consultation and coordination between State and tribal governments. All applications submitted by any State-governmental entity other than the office/division housing the State dental director (such as a State-run university of dental school) MUST include a letter of support in Attachment 9 from either the Governor or the State’s dental director that specifically endorses the applicant as the State’s sole designated representative to apply for these federal dollars on the State’s behalf. Such applicants must coordinate with the office/division housing the State dental director as only one application per State will be accepted. The letter must detail how the State’s dental director will be actively involved in the project, include the State’s investment of resources to the project and any planned coordination activities at the State level, and these must be included in the application. Applications from State government entities, other than the office/division housing the State dental director, that do not contain this letter WILL NOT be considered for funding. An application submitted by the State governmental office/division housing the State dental director does not need to include a letter of support from the Governor. For States without an official oral health program or without a State-level oral health leadership position, the eligible entity to apply on the State’s behalf would include the individual or entity within the State government that holds the primary responsibility for the State’s dental workforce. Predoctoral Training in General, Pediatric, and Public Health Dentistry and Dental Hygiene

Who can apply: Eligible applicants include accredited schools of dentistry or dental hygiene, public or private nonprofits hospitals, or other public or private nonprofit entities which the Secretary of Education has determined are capable of carrying out such grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental students, dental hygienists, or other approved primary care trainees such as dental therapists that emphasizes training for public health dentistry. Domestic faith-based and community-based organizations, community colleges, as well as Tribes and Tribal organizations, are eligible to apply provided they are capable of carrying out grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental hygiene students, or dental hygienists, or other approved primary care dental trainees as defined in the NOFO. All training activities must be conducted by an accredited entity. Programs in the process of receiving accreditation may apply however; the applicant or partner organization(s) must be accredited by the Secretary of Education or by the Commission on Dental Accreditation (CODA). Applicants can propose to develop an accredited program; however, the applicant organization responsible for the training must be an accredited program by July 1, 2023. HRSA will check the CODA website for accreditation confirmation. Accreditation must be maintained throughout the remainder of the project period. Failure to maintain accreditation will result in the termination of award funding under this NOFO.

Centers of Excellence (COE)

Who can apply: For the purpose of this NOFO, eligible applicants are accredited allopathic schools of medicine, osteopathic medicine, dentistry, pharmacy, and graduate programs in behavioral or mental health that meet the requirements of Section 736(c) of the PHS Act. The four designated Historically Black Colleges and Universities (HBCUs) listed in Section 736(c)(2) are not eligible for this NOFO; they are eligible to compete under a separate funding announcement to be issued in FY 2023. Other HBCUs not listed in Section 736(c)(2) are eligible to compete for this NOFO under the “Other COE” designation

Regional Public Health Training Centers (PHTC) Program

Tribes and tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this HRSA award. Current Regional PHTC award recipients whose awards are scheduled to end on June 30, 2022 are eligible to apply for this funding opportunity and should apply as “Competing Continuations.” All other applicants should apply as “New.”
