As part of HRSA, the Federal Office of Rural Health Policy (FORHP) in the Department of Health and Human Services (HHS) organizes health care-related activities in rural areas.
FORHP administers local and state grants to enhance rural healthcare and offer community-based programs promoting networks, EMS improvements, and AED training.

Community programs
Our community-based grant programs address rural health care challenges and make it easier for people to find care.

State and hospital programs
We provide technical assistance and support to rural hospitals.

We support the Rural Health Research Centers program and other policy programs.
How do you support rural communities?
We study how policy affects rural communities.
We advise the HHS Secretary on health-related issues in these communities, such as:
- How Medicare and Medicaid affect access to care
- The condition of rural hospitals
- How available physicians and other health professionals are
How do you enhance health care in rural communities?
We design our grants and programs to build health-care capacity at the local and state levels.
Our grants provide funds to:
- 50 State Offices of Rural Health
- Rural hospitals through the Medicare Rural Hospital Flexibility Grant (Flex)
Our community-based programs:
- Help strengthen rural health care networks
- Help improve emergency medical services
- Give training on how to use automatic external defibrillators
We also manage the Black Lung Clinics grant program and the Radiation Exposure Screening and Education grant program.
